In Finland the Response Commander is the rescue authority of the area where the incident originated. On scene, the On-Scene Commander (OSC) runs tactics: booming plan, recovery sites, waste streams and safety.

An Incident Management System keeps planning, operations, logistics and public information in separate functions so one person is not doing all four. Radio discipline and a single recognised picture matter more than extra equipment.
